Library Card Registration Policy

Statement of Responsibility

By completing a library card application, patrons agree to comply with library rules and regulations and accept financial responsibility for any fines, fees, and lost or damaged materials on their account. If applying for a library card for a minor(s), patrons accept financial responsibility for any fines, fees, and lost or damaged materials on those accounts.

Who Is Eligible

  • Franklin Township residents and property owners
  • Family living permanently or temporarily with a Township resident
  • Group home residents
  • Franklin Township employees and Franklin School District employees
  • Non-residents may purchase a card for $35.00 per year

Acceptable ID

Residents and Property Owners

Proof of physical address (not PO Box) in Franklin Township, including current driver’s license, vehicle registration, utility bill, bank statement, tax information, rental lease, car insurance, government issued ID, or current copy of high school report card with name and address. Proof of address may be provided digitally on a computer or smartphone/ device. We cannot accept personal mail, magazine labels, or business cards.

Every family member can get their own library card.

Patrons under the age of 18 must have a parent/ guardian signature on their application. Parents and/ or legal guardians are responsible for supervising their children in the use of the library and its materials. The library does not assume responsibility for materials used, borrowed, or accessed by minor children which may be found objectionable by their parents and/ or legal guardians.

Family Living Permanently or Temporarily with Resident

Temporary residents staying with permanent Franklin Township residents (including foster children or grandchildren) are eligible for cards. The permanent resident they are living with must come in with the temporary resident and sign a Temporary Resident Responsibility Agreement. The temporary resident must show a current ID (if over 18) and the permanent resident must show either their library card or current ID with proof of physical address in Franklin Township.

Group Home Residents

Residents of a group home may get library cards with the submission of a letter written on letterhead of the group home, signed by the group home administrator, confirming: the patron is a resident; allowed to receive mail at the group home address; and that the group home is responsible for all items taken out on the card.

Township Employees

Employees of Franklin Township  and/ or Franklin Township School District who do not live in Franklin must show proof of employment with the Township or School District and a current ID. Per LOGIN policies, if the patron lives in a municipality in the LOGIN consortium, they must get a card at their home library.


Non-residents must show a current ID and pay a $35 annual fee. Per LOGIN policies, if the patron lives in a municipality in the LOGIN consortium, they must get a card at their home library.

Registration Updates

Resident library cards are updated every two (2) years. 

Library cards for temporary residents, group home residents, township employees, and non-residents are updated every year.

Staff will ask patrons to show their library card and updated proof of card eligibility. Residents will need proof of physical address; temporary residents will need a new signed Temporary Resident Responsibility Agreement with a permanent resident; group home residents must get an updated letter from the group home administrator; and township employees must have current proof of employment. Non-residents must show a current ID and pay the $35 fee.

If proof of address/ etc is not available, the patron may borrow items one (1) time only and must update their card at their next visit.

Replacement Cards

The library charges $3.00 to replace a lost or damaged library card. The fee is waived when the card is stolen or lost in a fire, flood, auto accident, or any other personal tragedy or when the card can no longer be read or scanned.

Suspension of Privileges

Patrons cannot use their library cards to borrow materials or use the public computers if their fines total $5.00 or more. At the discretion of the Library Director, borrowing privileges may be suspended if a patron is continually abusing materials by losing or damaging them.

LOGIN Members

The Franklin Township Library is a member of the LOGIN consortia – Libraries of Gloucester/ Salem/ Cumberland Information Network. The libraries making up the consortia are:

  • Gill Memorial Library in Paulsboro
  • Gloucester County Institute of Technology
  • Gloucester County Library System (Locations: Mullica Hill, Glassboro, Greenwich, Logan, Swedesboro, Newfield)
  • Margaret Heggan Library in Washington Township
  • McCowan Library in Pitman
  • Pennsville Public Library. 
  • Rowan County College Libraries at Gloucester County & Cumberland County
  • Salem Community College Library
  • Salem Free Public Library
  • Wenonah
  • West Deptford
  • Westville Library
  • Woodbury Libraries

Each member of the consortia will honor LOGIN patrons. Per the LOGIN consortium policies, “There should be only one patron record in the database for each registered individual. New patrons/customers need to register at their home library. Staff should use valid, current ID to check for duplicate patron records before registering a new patron/customer.”

Records Privacy

Patron records are confidential and shall not be disclosed except under specific circumstances per New Jersey State Law (NJSA 18A:73-43.2).
